Why Creamy Layers want to be parrots in captivity

I do not know why creamy layers like Ram Vilas Paswan, Meera Kumar, Mayavati, Ajit Jogi, Ramdas, Lalu Mulayam Yadavs and such others want to make their children parrots in captivity. Do not groom quota.

"It is the Supreme Court order and as a minister I would not comment on it. But our party has always believed that creamy layer should not be kept out," said Union Minister Ramvilas Paswan. Meera Kumar, daughter of Late Jagjivanram is also seeking cremy layer.

SC firm on keeping creamy layer out
Rejecting the PIL, filed by BJP MP Haribhau Rathod from Yavatmal in Maharashtra, Supreme Court has dug in its heels over the denial of quota benefits to the "creamy layer" among the backwards, saying that acting otherwise would defeat the legislature's own intent to use reservations for the benefit of the economically backward among OBCs. The court said the other petition filed by Babu Jagjiwan Ram Samata Andolan seeking application of the "creamy layer" exclusion policy to Scheduled Castes and Scheduled Tribes is pending decision before the court.

Digging Creamy layer
The report of the A N Sattanathan Commission submitted in 1970 recommended the removal of the 'creamy layer' from the list of beneficiaries -- exclusion of those families of salaried persons whose annual income exceeded Rs 9,000, landowners with more than 10 acres of land and business people with taxable income exceeding Rs 9,000. The then DMK government did not attempt to eliminate the creamy layer.
"If you look at the employment data, the MBCs, the SCs and the STs have not benefited. The real needy will benefit only when we remove the creamy layer. For the last 56 years, reservation has not reached the needy, and there is data to show that," Professor Radhakrishnan insisted.

The AIADMK ministry headed by M G Ramachandran issued a Government Order in July 1979 prescribing an annual income lower than Rs 9,000 for Backward Classes as eligibility to get the benefits of reservation.

Grooming a captive parrot and Reservation Policy
“Grooming” a captive parrot means maintaining his nails, beak and wing feathers (which re-grow and should be trimmed two or three times yearly). For that, he needs help. Reservation policy is also like that. It looks loving and helping but in fact it finishes the flying competitive ability.

The Animal Rescue operation and making able to OBC
See the condition of ‘Ghani kaa bail (bullock drawing expeller)” and captive parrots. Without crime they should not be kept in the prisons. Make them free after making them able to fly. Reservation or Quota seekers should be served properly from the beginning. Give proper education, health and other facilities, so they can be able to fly to make bright future. Don’t make them disabled to fly. Don’t make dark their future for seeking votes. Don’t be selfish and cruel to play their lives.

Dependency syndrome
Creamy layers should respect the guide lines of President Kalam. Doing some plain-speak at a biennial conference on anti-corruption organised by CBI, Kalam said: "Wherever there is an independence to perform, we have performed well whereas wherever we have created a large amount of dependency through complex policies, procedures and subsidies, our performance has been stunted and transparency diminishes."

Self-destructive dependency syndrome
Caste and religion based reservation provider Government just wants their votes to remain in power. Politics is the name of this “Reservation Quota Card” game. They are being taken for a political joy ride to never land. The sad tragedy in all this is that the UPA government is determined to create a solid psychological dependency syndrome among vulnerable groups; by so doing, their votes would be taken for granted at election time. Indeed, by establishing this vicious, self-destructive dependency syndrome, the UPA has surreptitiously created blind followers to be ‘Ghani kaa bail (bullocks drawing expeller)” or captive parrots.

The only conclusion that can be arrived at is that the ulterior motive behind the “Smart Card” scheme is that the government calculated that it can make people of vote bank in society caste and religion based reservation offer which they cannot refuse. Needy these people need a firm public policy hand to lift them out of the doldrums of poverty, despair, dislocation, dysfunction, self-hate and nothingness.

Story of Captive Parrot to teach Creamy layers
In the past I went to my in-laws house. I was having dinner there. While exchanging gossip, I heard some noise under the dinner table. Out of curiosity I looked under and saw a parrot. A grown up parrot walking under the table! Incidentally it became the subject of the chatting.

I found the fact sheet of the parrot in conversation. The parrot could not fly. It was neither sick nor was its wings clipped. It eats everything that the family eats. I learned that initially the baby parrot was fed star fruits and hot chillies, as a wild parrot would normally eat. Later it was introduced to cooked dishes. With time, the parrot developed the habit of eating everything the family ate.

In between our conversations, the parrot was picked up from the floor and placed on a bookcase across the room. After walking around for a while on the bookcase, it jumped down and landed on the floor. While jumping down, the parrot flipped its wings, giving me the impression that it was flying.

No, the parrot could not fly – it could only flip its wings while jumping down. It was unable to fly like a normal bird could. It was a healthy and otherwise a normal bird, but it forgot to fly because of its captivity.

The inherent power of a bird is to fly - overcome the challenges of nature to live and sustain itself. But this parrot could do neither. Although otherwise normal, it lacked the very inherent power of a parrot. In fact, if set free, it would not even survive. Though, owners take care of birds, although lovingly, the owners practically “disabled” the parrot.

I don’t know why creamy layers like Ram Vilas Paswan, Meera Kumar, Mayavati, Ajit Jogi, Lalu Mulayam Yadavs and others want to make their children parrots in captivity.

‘Lalu Chale Sasural’
I have forgotten to mention. I went to the in-laws house after purchasing a cosmetic pack branded as “Lalu Chale Sasural (‘Lalu goes to in-laws house’)” which had become extremely popular among rural Bihari babus, especially in the areas such as Vaishali, Muzaffarpur, Darbhanga and Samastipur. That packet was priced at Rs 23 and contained items of daily use like face powder, cream, earrings, sticker, and a neckla. I presented the same to my wife who was in her parent’s home.
